Often no. The Royal Horticultural Society says a heap with enough greens, browns, moisture and air usually needs no bought accelerator, and that lime you add yourself brings no benefit. Buy a heap maker only when nitrogen is the gap and the heap is already moist and aired. Buy bran only to ferment scraps in a sealed bucket.
