You are replacing a gas boiler in England, and the quote says the job is not finished unless you add a smart thermostat. Sometimes the line is shorter: Boiler Plus means Alexa. A boiler plus smart thermostat can be one lawful way to meet an extra rule on a combi, and it is not the only way. The rule starts from the boiler installation, not from a voice advert.

Boiler Plus, in the BEIS factsheet and the final policy, applies in England from 6 April 2018 when a gas boiler is installed in an existing home. The boiler itself is expected to reach at least 92% ErP. Time and temperature control sits underneath that. A combi then needs one further measure, and smart controls count only when they have automation and optimisation. Internet access is not required. We did not lab-test a boiler or a stat. A qualifying purchase can earn a commission at no extra cost to you.

In short

Boiler Plus is an England rule from 6 April 2018 for a gas boiler in an existing home. Time and temperature control is the baseline. A combi also needs one of four extras, and smart controls qualify only with automation and optimisation. The rule does not order an Alexa skill.

Where Boiler Plus applies, and where it stops

From 6 April 2018, the factsheet's package is for gas boiler installations in existing dwellings in England. If an engineer is hanging a new gas boiler in a house or flat that is already a home, you are in the situation the document describes. If you are only swapping a room thermostat and the boiler is staying, you are not. Boiler Plus does not declare the stat you already own illegal.

The 92% figure belongs to the boiler, not to an app. ErP here is the seasonal rating of the appliance. A thermostat cannot turn a weaker boiler into a 92% boiler, and a boiler that already meets 92% does not choose the control for you. A quote that never names the boiler's ErP is incomplete on the appliance. A quote that talks only about an app is incomplete on the controls.

Scotland, Wales, and Northern Ireland are not this document. If the boiler is going in outside England, ask which standard the installer is working to. New homes, oil, LPG, and a heat pump sit outside the wording used here, which is an existing dwelling and a gas boiler. This article does not replace the installer's sign-off.

Time and temperature control, then one extra on a combi

Before any smart extra, the installation needs time and temperature control. The factsheet pairs timers and room thermostats. Time control decides when the heating may run. Temperature control decides the room temperature at which it stops. A programmable room thermostat can do both in one box. A boiler with no clock and no room sensor does not meet that baseline.

Write down where the clock lives and which room is measured. A sensor in the kitchen that also holds the boiler can see the boiler's own heat and shut the heating early. A hallway sensor, away from a radiator, a lamp, and direct sun, is the ordinary place.

On a combi, the factsheet then asks for one more measure, not a stack of four. Flue-gas heat recovery takes heat from the flue gases, often to pre-heat cold water going into the combi. Weather compensation uses an outside reading so the flow temperature can fall in milder weather. Load compensation eases output as the room nears the set temperature, rather than firing flat out until a simple switch clicks off. The fourth is smart controls with automation and optimisation.

Which of the four the boiler can do is a boiler question. A basic on-off combi may not carry weather compensation. The combi boiler controls page separates a combi, which heats tap water on demand, from a system with a hot-water cylinder. If the boiler stores hot water, do not assume the combi list is yours. If weather compensation is already the extra, you do not also have to fund a voice assistant.

What a boiler plus smart thermostat means in that text

The factsheet asks for smart controls that include automation and optimisation. Smart on a carton can mean Wi-Fi, an app, or a voice assistant. The compliance-guide reading we followed does not demand an internet connection or control from outside the house. You can meet the extra measure without Alexa, and you can own Alexa without meeting it.

Automation and optimisation in plain words

Automation means the control runs the heating without you making every change by hand. Optimisation means the control allows for how long the home takes to reach the set temperature and starts the boiler so the rooms are ready when you asked. A stat that only starts at 07:00, with the bedrooms still cold at 07:20, is a clock. Both functions have to be present if this is the extra measure. Hive and tado savings lines are brand claims, and a percentage is not the legal test.

Why 2.4 GHz does not qualify a wall stat

A 2.4 GHz radio is not automation, and it is not optimisation. A wall stat on that band can still be only a remote on-off switch. A programmable room thermostat with no radio can still be the time and temperature control beside one of the other extras. The Alexa thermostat buying guide separates boiler type, wiring, and the hub from a voice logo. It is not a Boiler Plus stamp.

What the rule does not make you buy

It does not make you buy an Alexa thermostat, a named brand, or a new stat when weather compensation, load compensation, or flue-gas heat recovery is already the combi extra. A household that is not replacing the boiler is outside the trigger. Replacing a working stat only because a badge said Boiler Plus is a purchase the rule did not demand.

A shop badge does not close the question. Our comparison does have a top pick, and hiding it would be misleading. That pick is the tado V3+ wireless starter kit, ASIN B08LP1LS5T, stored at £57.50 with 4.5 from 307 amazon.co.uk reviews. The listing includes the sensor, the wireless receiver, and the Internet Bridge, and the title names a hot-water programmer plus Alexa, Siri, and Google Assistant. The badge is not a Boiler Plus certificate. The kit does not mix with tado X. A stored price moves.

If you want a voice stat for your own reasons, start from the Alexa thermostat comparison and take the shortlist to the installer before you pay. Schedules, a bridge in the box, and a receiver that matches a combi are buying questions. They are not the same question as compliance on the day the boiler goes in.

What to ask before the boiler is on the wall

Ask while the quote is still a quote. Which of the four combi measures is included, if the boiler is a combi. Where the time control is, and which room is measured. If the measure is the smart option, where automation and optimisation are described without the word smart doing all the work. Who notifies the installation.

The person who signs the work off is the installer of the gas boiler, not a website and not a marketplace badge. In England, gas boiler replacement is work for a Gas Safe registered business, which notifies the job through the building regulations route those businesses use. An offer to add Boiler Plus with no mention of the four measures is a phrase, not compliance.

Keep that handover with the boiler manual. An invoice that only says thermostat supplied will not show a later engineer whether you have optimum start or only a phone switch. If optimisation cannot be explained without pointing at a speaker, ask for one of the other three measures the boiler can actually support. Leave the gas work, the flue, and the connection inside the boiler to the person who is allowed to do them.

Common questions

Does Boiler Plus apply in Scotland?
Boiler Plus, as set out in the BEIS factsheet and final policy, is an England measure for gas boiler installations in existing homes from 6 April 2018. That document is not the building standard for Scotland, Wales, or Northern Ireland. A UK-wide advert does not move the border. If the boiler is being installed outside England, ask the installer which standard they are working to.
Do I need a smart thermostat if I am not changing the boiler?
No. The trigger in the factsheet is installation of a gas boiler in an existing dwelling in England, not the age of the thermostat already on the wall. Leaving the boiler in place and only changing a room stat sits outside that trigger. Your current control is not made illegal by this page, and Boiler Plus is not an order to replace a working stat because a voice advert appeared. If a boiler is being replaced, the new installation is a different job. Buying a thermostat on its own does not finish that job.
Is an Alexa skill what makes a control compliant?
No. An Alexa skill, a voice routine, or a logo on the box is not the test in the Boiler Plus text. The extra combi option that mentions smart controls asks for automation and optimisation. The compliance-guide reading followed here does not require internet access or remote control. You can have Alexa and still lack those functions, and you can have those functions with no voice assistant at all. The Alexa thermostat comparison is a shop comparison. It is not a certificate that your installation meets the rule.
What else counts besides a smart stat?
On a combi, the factsheet allows one extra measure from four: flue-gas heat recovery, weather compensation, load compensation, or smart controls with automation and optimisation. You are not told to buy all four. A system or regular boiler is not given that same four-way extra in the summary this page uses. Time and temperature control still sits underneath, as timers and room thermostats. Which extra a combi can actually run depends on the boiler. The combi controls page is about boiler type, not a substitute for the installer's choice.
What is optimisation in plain words?
Optimisation, in the plain sense used for this rule, means the control allows for how long your home takes to warm up and starts the boiler so the rooms reach the set temperature when you asked for it. It is not the same as opening an app from the train. Automation is the partner function: the control runs the heating without you making every change by hand. The final policy is where those names are defined. This page is a householder reading of them, not a commissioning sheet.
Does a 2.4 GHz wall stat automatically qualify?
No. A 2.4 GHz radio is how many wall stats join a home router. The band is not automation, and it is not optimisation. A stat can use 2.4 GHz Wi-Fi and still be only a remote on-off switch. A programmable room thermostat with no Wi-Fi can still be the time and temperature control the factsheet already expects. Whether a particular model is the extra combi measure is a question about functions, which a frequency printed on the box does not answer. Do not treat the word smart on the carton as the same word the policy uses.
Who signs the installation off?
The installer who fits the gas boiler is the person who has to leave a compliant installation, not the shop and not this website. In England that work sits with a Gas Safe registered business, which notifies boiler replacements under the building regulations route those businesses use. This page does not check an engineer's card, does not see your flue, and does not sign the handover. Ask, before you pay, which of the four combi measures is in the quote and where time and temperature control is provided. A badge in a shopping basket is not that answer.
Can I rely on a shop badge that says Boiler Plus?
No. A line that says Boiler Plus, or a manufacturer claim about gas saved, is not the factsheet. Hive and tado savings lines are brand claims. They are not proof that a control meets automation and optimisation, and they are not proof your installation used one of the four measures. Our top pick on the Alexa thermostat comparison is a listing judgement from amazon.co.uk review data. It is not a compliance mark. If the quote only says that a smart stat is included, ask which function is actually being fitted.
