Neem oil for plants in the UK

Updated: 23 October 2026

You have aphids on a rose, mites on a houseplant, or fungus gnats in the compost, and a search for neem oil for plants UK has landed you on cosmetic bottles. These nine amazon.co.uk oils are the wrong tool. The [neem oil comparison](/hub/pest-control/neem-oil) still describes them as oils, with GBP prices from 21 October 2026. It does not rank them for pests. Products Compared checked the listings against Health and Safety Executive and RHS guidance. We did not spray a plant and we did not run a lab test. What you would be doing

Using any of these bottles to kill or repel insects on a plant is pesticide use. HSE says a product must be authorised before it is marketed or used that way, including internet buys. The identifier is a MAPP number. None of the nine files prints one. Ourons 100 ml and 500 ml are listed for soap, candles and crafts. Organic Forest, MadanWax and Bio Natural put plants or critters in a title or a bullet. That wording is an invitation, not an authorisation. The amateur database covers a garden, an allotment and houseplants. The legal use that matches the Ourons bullets is soap, candles or a cosmetic blend, which the buying guide separates from a spray. Warming a solid bottle sits on how to use neem oil.

Approved ingredient, unauthorised bottle

The usual reply is that azadirachtin is approved, so the oil must be fine. The University of Hertfordshire PPDB lists azadirachtin A as approved in Great Britain under retained Regulation (EC) No 1107/2009 until 31 August 2029. HSE’s active-substance page is the other half of that sentence: approval of a substance is not approval of a product. These nine files show no MAPP number. Online listings are not a loophole. HSE’s 2024 Article 68 report records enforcement against unauthorised products sold on the internet, and neem oil products are among the examples. A USDA Organic badge does not stand in for the database. The Ourons brand site talks about gardens in a way the Amazon bullets for B0811YYS44 do not.

Houseplants and fungus gnats

Whitefly on a conservatory tomato and aphids on a jade plant are still pesticide uses if you reach for the oil. Fungus gnats are mostly a compost problem: wet potting mix, not a leaf you can fix with a kitchen oil. One Ourons review does not recommend the oil for fungus gnats. That comment is not a trial, and this set has no gnat winner. The amazon.co.uk review summary for Ourons 100 ml records leaf damage. Reviews that say the oil worked have no measured dose and no control plant. A 2009 Veterinary Record letter reports adverse reactions when cats were exposed to neem oil. If you have already sprayed, stop, and ask the council about disposal rather than tipping the mix down a drain.

What to do about aphids instead

The Royal Horticultural Society’s aphid advice is to tolerate some aphids, squash colonies by hand, and encourage natural enemies. RHS also says not to spray, including with organic pesticides. A heavy infestation on an edible crop is a reason to look up an authorised product on the HSE amateur database, not to promote one of these oils. This page does not name a best neem oil for aphids, because that ranking would invent a licence the files do not have. If a child has swallowed the oil, or skin has blistered, use NHS 111.

Common questions

Is neem oil legal on UK plants?
Using a product to protect plants is legal when that product is authorised. HSE says authorisation comes before marketing and before use, including buys from the internet. None of the nine neem oils in this comparison prints a MAPP number. Craft and cosmetic uses on the Ourons bullets are a different job. Spraying those bottles on aphids is the use the database is there to control.
Does azadirachtin approval make my bottle legal?
No. PPDB lists azadirachtin A as approved in Great Britain until 31 August 2029, and HSE treats substance approval as separate from product approval. Your bottle still needs its own authorisation. A date on an active-substance entry does not license a £6.99 cosmetic oil. Search the amateur database for a product name and a MAPP number if you need a legal spray.
Do houseplants count?
Yes. HSE’s database user guide includes houseplants with gardens and allotments, and HSE says houseplant users are legally responsible too. A windowsill plant is not exempt because it is indoors. Fungus gnats in the compost are covered by the same rule if the oil is being used as the pesticide. One Ourons reviewer already warned against using it for gnats.
What should I do about aphids instead?
Follow the RHS approach: tolerate a light presence, squash colonies, and give natural enemies something to eat. RHS advises against spraying, including organic pesticides. That will not satisfy a search for a miracle oil, and it matches the public UK advice. For a crop you rely on, look up an authorised amateur product rather than a candle oil with a pest story in the reviews.
Will it fix fungus gnats?
These files do not show that it will. Fungus gnats breed in damp compost, and one Ourons review says not to use the oil for them. There is no MAPP number and no gnat trial in the set. Let the surface of the compost dry, and check that you are not leaving saucers full of water. A cosmetic oil on the leaves does not rewrite the pot.
Why do so many reviews say it worked?
Because buyers use the oil on plants and then describe what they saw. Ourons has thousands of reviews, and many of the sampled lines are about greenfly and houseplants. Anecdotes are not an authorisation, they have no control plant, and the same summary records leaf damage. HSE has enforced against unauthorised neem products sold online. A cheerful review does not outrank that.
