Keter shed base and planning permission

Updated: 22 October 2026

You are about to set a Keter shed on the fence line, and the plastic floor looks as if it might be enough. A Keter shed base is a separate job from that floor, and planning permission turns on the finished height, including whatever you build up underneath. Level the base first, then check the height rule for your nation. Which listing fits the mower is on the [Keter garden shed comparison](/hub/garden-supplies/keter-garden-shed). We used the Planning Portal, mygov.scot, GOV.WALES, a Northern Ireland council guide and Keter’s UK FAQ. A qualifying purchase can earn us a commission at no extra cost to you.

The plastic floor is the shed’s floor

Walk-in bullets include a plastic floor, and that panel is the surface you stand on. It does not replace a foundation or a patch that stays level through winter. The Store-It-Out Nova listing says a foundation is not required. It is still 113.5 cm high and needs flat ground, because buyers blame an unlevel sit when doors bind and a base panel cracks. A stated floor under 3 m² does not make that panel a base. Screw order, once the base is level, is on how to assemble a Keter shed.

What to put under it

Keter’s UK FAQ recommends a wooden or concrete base, with room to work from a stepladder. A slab of about 100 mm, on compacted hardcore, with a slight fall away from the house, is the usual solid choice when the ground holds water. A timber platform can suit a site you may move, if the bearers are level. A slab 15 mm high at the fence side prints that error into the door. Anchor screws are not in these kits. A slab can use up the boundary height cap before a panel is clipped on.

Height and siting by nation

On keter.com a Manor 6 × 5 is 226 cm before any base, and it is outside this set. The Pent attribute height is 201 cm. The Nova is 113.5 cm. St Albans treats ground you build up as part of the height. A 201 cm Pent on a 100 mm slab is about 211 cm. In England, Class E of the GPDO 2015 is the usual householder route. Within 2 metres of a boundary the height is capped at 2.5 metres. Listed buildings and flats sit outside that path. Scotland is not that English 2 metre line. mygov.scot describes a 4 metre overall cap, eaves at 3 metres, and 2.5 metres within 1 metre of the boundary. Wales adds a 1.5 metre cap within 2 metres of the house. Northern Ireland follows its own order. Read your council’s guide, such as Mid and East Antrim section 4, before you pour.

Building regulations and a socket

A small detached store with no sleeping use is often outside building regulations in England when the floor is under 15 m². The Planning Portal explains that exemption, and it has conditions. Floors under 3 m² in this set sit below the line. Scotland and Northern Ireland use their own standards. A new circuit from the house, in England and Wales, can be notifiable under Part P even when the shell is exempt. Use an electrician on a competent-person scheme, and call the council before you pour if the house is listed, a flat, or inside the boundary distance. Timber you can cut around a slope is on Keter shed vs wooden shed.

Common questions

Does a Keter floor mean I can sit the shed on grass?
The plastic floor is the interior deck, and Keter’s UK FAQ still asks for a wooden or concrete base under a shed. The Nova listing says a foundation is not required, and even then the ground has to be flat. A corner you can press in with a heel is not ready for a walk-in.
Will a Manor near the fence need planning permission in England?
It needs permission unless every Class E limit is met at once. Within 2 metres of the boundary the cap is 2.5 metres, including the base. A Pent at 201 cm on a 100 mm slab is about 211 cm, and can still fail another rule.
What changes for a shed in Scotland?
Scotland uses different distances. mygov.scot describes 4 metres overall, eaves of 3 metres, and 2.5 metres within 1 metre of the boundary.
What is different in Wales and Northern Ireland?
GOV.WALES limits height to 1.5 metres when the outbuilding is within 2 metres of the house, and it publishes boundary limits you still have to meet. Northern Ireland is not covered by the English GPDO. Use your council’s householder guide, of which Mid and East Antrim section 4 is one published example.
Do building regulations apply to these small floors?
Where a floor area is stated in this set, it is under 3 m², and a detached building under 15 m² with no sleeping use is the exemption the Planning Portal describes for England. That exemption does not travel unchanged to Scotland or Northern Ireland, and it says nothing about a new circuit.
Does a slab add to the 2.5 metre limit?
Yes. The finished height includes the base you add, which is how St Albans explains the measurement when the ground is built up. A 100 mm slab under a 201 cm Pent is about 211 cm. A deep sleeper platform under a taller shell, such as the 226 cm Manor 6 × 5 on keter.com, can push the total over 2.5 metres within the English boundary distance.
