Wind turbine planning permission in England

Updated: October 2026

You want a yes or no before a mast goes up in an English garden, and the honest answer is sometimes. You can use permitted development for one turbine only when every limit of the relevant class is met at once. This page is that stack for wind turbine planning permission in England. Peter F. read the Town and Country Planning (General Permitted Development) (England) Order 2015, Schedule 2, Part 14, the 2025 amendment that names MCS 020 b, the Planning Portal, and the Energy Saving Trust, on 16 October 2026. The [wind turbine comparison](/hub/diy-supplies/wind-turbine) is a separate table of marketplace kits. A qualifying purchase can earn a commission at no extra cost to you.

The conditional answer

In England, a single domestic turbine can be permitted development, which means you do not make a full planning application, only if the class applies to your building and every measurement and paperwork test is met. There are two classes. Class H is one turbine on a detached house, or on a detached building in the curtilage. Class I is one free-standing turbine. Both require compliance with the MCS Planning Standards. SI 2025/560 names MCS 020 b as that standard. An existing air-source heat pump blocks the permitted-development route. If any one of those fails, you apply.

A turbine in the garden

Class I is the free-standing case, the turbine on its own mast. The height cap is 11.1 m. The swept area of the blades must be no more than 3.8 square metres. The blades need at least 5 m clearance. The mast must be set back from the boundary by the height of the turbine plus 10 per cent. A listed building's curtilage is excluded. In a conservation area there is a further test about the highway, and a scheduled monument is outside the right. The Planning Portal's stand-alone page is the plain-language route into those limits, and the Order is the text that counts.

A turbine on the building

Class H is the building-mounted case, and only for a detached house or a detached outbuilding in the curtilage. One turbine. The height is capped at 15 m overall, and at 3 m above the roof. Swept area is again no more than 3.8 square metres, and the blades still need 5 m clearance. The installation must be at least 5 m from the boundary. The same MCS planning standard applies. A mid-terrace does not become detached because the kit is small. Even a perfect measurement fails if the paperwork is not the MCS planning standard.

Heat pumps, listed buildings, and other nations

Wales and Northern Ireland need planning permission for a domestic turbine, on the Energy Saving Trust's account. Scotland is a local check, not a copy of the English classes. Do not plan to a 30 m mast or a 200 square metre swept area from a proposal. None of the nine amazon.co.uk kits in our comparison prints a swept area or an MCS number, so you cannot tick 3.8 square metres from the product page. The electrical stop, once consent exists, is the install page. How to read a watt title is the buying guide. Axis is a separate choice on the vertical or horizontal page.

Common questions

Do I need planning permission in England?
Sometimes you do not, and only when every limit of Class H or Class I is met, including the MCS planning standard now named MCS 020 b. A heat pump you already have, a listed curtilage, or a terrace can take you out of that route. If you are unsure, ask the council. A certificate of lawful development confirms a right. It does not create one the Order does not give.
What is the height limit for a garden turbine?
For a free-standing turbine under Class I in England, the height limit is 11.1 m. You also need a set-back from the boundary of the turbine's height plus 10 per cent, blade clearance of 5 m, and swept area no more than 3.8 square metres. The height figure alone is not permission. This 11.1 m cap is an England Class I figure. It is not the rule in Wales.
Can I put one on a terraced house under permitted development?
Class H is written for a detached house or a detached building in the curtilage, not for a terrace. A turbine fixed to a terraced or semi-detached house is a case for an application, unless the council tells you otherwise on your own drawings. Do not treat a small kit as if the detached-house test no longer applies. One turbine is the cap even where the class does apply.
What if I already have a heat pump?
An existing air-source heat pump blocks the permitted-development route for the turbine. You cannot add the turbine under Class H or Class I on top of that heat pump and skip the application. The New Forest District Council's stand-alone summary states the same block: first turbine only, and no existing air-source heat pump. Apply, or ask the council, before you order a mast.
What is the swept-area cap?
The cap in both classes is 3.8 square metres. That is the area the blades sweep, not the size of the box. None of the marketplace listings in our comparison prints a swept area, so the Amazon page cannot show you that you are inside the cap. If you cannot calculate it from a stated rotor diameter, you do not yet know whether permitted development is available.
Do the same rules apply in Wales or Scotland?
No. The Energy Saving Trust says Wales and Northern Ireland need planning permission. Scotland is a local check, not Class I copied across the border. The 11.1 m height, the 15 m building-mounted cap, and MCS 020 b as an English permitted-development condition belong to the England Order. Use the council where the mast would stand.
Does a quiet listing replace the MCS noise calculation?
No. MCS 020 Issue 1.2 describes 42 dB LAeq,5 min, and the standard says that paper is not the whole of the planning right. A product title that says quiet, or that omits noise entirely, is not that assessment. You still need the MCS planning standard where the English classes require it, and you still need the height, boundary, and swept-area limits as well.
