Landlord smoke alarm rules in the UK

Updated: 20 October 2026

You let a flat in England, or you own a house in Scotland, and someone has told you UK law wants the same smoke alarm in both. It does not. Landlord smoke alarm rules in the UK depend on the nation and, in England and Wales, on whether you are the landlord. This page names the duty first and only then asks whether an ABUS battery alarm from our [ABUS smoke alarm comparison](/hub/fire-protection/abus-smoke-alarm) can be any part of it. Products Compared is not a law firm. A qualifying purchase can earn a commission at no extra cost to you. Fitting steps, once you know an alarm is allowed, are on the [how to fit an ABUS smoke alarm](/hub/fire-protection/abus-smoke-alarm/sub/abus-smoke-alarm-how-to-fit) page.

England

From 1 October 2022, a private landlord in England must fit at least one smoke alarm on each storey of the home that is used as living accommodation. The Smoke and Carbon Monoxide Alarm (Amendment) Regulations 2022, explained in the GOV.UK booklet for landlords, also require a carbon monoxide alarm in any room with a fixed combustion appliance other than a gas cooker. If a tenant tells you an alarm is not working, you repair or replace it. The civil penalty can be up to £5,000. It is not a fine on an owner-occupier under the same booklet. The regulations do not prescribe the type of smoke alarm, and they do not require the alarms to be interlinked. GOV.UK recommends a sealed long-life battery where you choose a battery alarm. Approved Document B guidance for new houses points to a Grade D2, Category LD3 mains system. These battery ABUS alarms are not that system. None of the ABUS smoke alarms in this set is a carbon monoxide alarm.

Scotland

Scotland applies the tolerable standard to homes, not only to lets. The Scottish Government guidance wants a smoke alarm in the living room, a smoke alarm in every circulation space such as a hall and a landing, and a heat alarm in the kitchen. They are interlinked, so one triggers the others. The power is mains with a tamper-proof standby supply, or a sealed long-life lithium cell. Smoke alarms should meet BS EN 14604. One ABUS alarm on the landing does not meet that standard. The Prefira 5, the Prefira Slim, the RWM150 and the Prefira Smart do not radio-link to each other. A phone alert from the Prefira Smart, which still needs a Thread Border Router, is not interlink. Owner-occupiers in Scotland are inside this duty.

Wales and Northern Ireland

Rented homes in Wales are under a mains rule. The Renting Homes (Fitness for Human Habitation) (Wales) Regulations 2022, regulation 5, require a smoke alarm on each storey, in working order, connected to the electrical supply, and linked to the other mains smoke alarms. A battery ABUS alarm, sealed or not, is the wrong supply. Private tenancies in Northern Ireland changed in 2024. The Smoke, Heat and Carbon Monoxide Alarms Regulations (Northern Ireland) 2024 require interlinked alarms: smoke alarms and a heat alarm, powered by a sealed battery or hard-wired. The start date is 1 September 2024 for new tenancies and 1 December 2024 for other private tenancies. The RWM150 and the Prefira Slim match only the sealed smoke alarm half. They are not interlinked, and they are not heat alarms for the kitchen.

Where these ABUS alarms fit that picture

In an English let, the Prefira 5 at about £11.28 can meet the bare line of one smoke alarm on each living storey if you will change the cells and you will repair it when you are told it has failed. GOV.UK would rather see a sealed battery, so the RWM150 at about £20.23 or the Prefira Slim at about £23.65 is the closer shape. The ABUS smoke alarm buying guide is where you choose between those battery types once you know England is the duty you are meeting.

Common questions

Do English landlords have to fit interlinked alarms?
No. The GOV.UK booklet for the English regulations requires at least one smoke alarm on each storey used as living accommodation. It does not require those alarms to be interlinked. Interlink is a Scottish, Welsh rental, and Northern Ireland private-tenancy feature.
Is a sealed battery compulsory in England?
No. The type is not prescribed. GOV.UK recommends a sealed long-life battery when you use battery alarms, and it recommends BS 5839-6 as good practice. A Prefira 5 with replaceable cells can sit on the right storey and still be the less preferred battery. A sealed Slim or RWM150 is closer to the guidance, and the RWM150’s review file is a reason to read before you fit a batch of them.
Does one ABUS alarm satisfy a Scottish home?
No. Scotland wants interlinked smoke alarms in the living room and every hall or landing, plus a heat alarm in the kitchen, to the tolerable standard. These ABUS models do not link to each other, and they are not heat alarms. The duty covers homes, including owner-occupiers, not only rented property. EN 14604 on the box is the product mark, not the layout.
Can I use a battery ABUS alarm in a Welsh rental?
No, not as the alarms the rented-home regulations describe. Those smoke alarms must be on the electrical supply and linked to each other. A sealed or replaceable battery unit is the wrong supply, however new the Prefira housing is. Check the 1 December 2023 timing Rent Smart Wales has used when you gather evidence for a rented home in Wales.
What changed in Northern Ireland in 2024?
Private tenancies need interlinked smoke and heat alarms, sealed-battery or hard-wired. New tenancies were covered from 1 September 2024, and other private tenancies from 1 December 2024. A Prefira Slim or an RWM150 is only a sealed smoke alarm. Without interlink and a kitchen heat alarm, the let is short of the duty. Replaceable-cell Prefira models miss the power rule as well.
