Gun cabinet rules for a firearm or shotgun certificate

Updated: 17 October 2026

You are reading police approved on a product page and treating it as the condition on a firearm certificate or a shotgun certificate. It is not. Gun cabinet firearm certificate storage, under the Firearms Rules 1998, means you keep the guns securely so far as is reasonably practicable, and you take reasonable precautions in use and in transit. A listing does not grant the certificate. This page is the storage condition, not a price table. The cabinets we compared are on the main [gun cabinet](/hub/safes-and-secure-storage/gun-cabinet) page. We used legislation and GOV.UK guidance, including the statutory guidance of August 2025. This is not a legal opinion and not a lab test.

What the certificate condition says

A firearm certificate covers the firearms and the ammunition. A shotgun certificate covers the shotguns. Both require secure storage so far as is reasonably practicable, and reasonable precautions in use and in transit. The Rules do not name a cabinet height, a lock count, or BS 7558. Length and locks are on the gun cabinet buying guide. The 2019 amendment says an authorised adult aged 18 or over takes responsibility where an under-18 is involved. Never store a gun loaded. Level 1 is a cabinet fixed to the building, or a clamp only for one low-risk gun. Devon and Cornwall Police prefer that you buy nothing until the field officer has visited. Follow your own force if that conflicts.

BS 7558 after 7 November 2025

BS 7558:1992 was published on 31 March 1992 and withdrawn on 7 November 2025. The standards listing names no replacement. There is no BS 7558:2023. Withdrawal does not mean you ignore the cabinet. The handbook says new cabinets should conform to BS 7558 (1992). The Police Service of Northern Ireland still names a BS 7558 cabinet fixed to the building. A claim on a listing is evidence you may be asked for. It is not the grant. Police approved on a product page is the seller’s decision, not your enquiry officer’s.

The home visit and security levels

The statutory guidance of August 2025 says the home visit checks storage, and that a certificate should not be granted if storage is in doubt. That is not a fine schedule. After grant, the condition still binds you. Levels 2 and 3 add the building, alarms, and sometimes a split holding. Gun count alone does not set the level. How you bolt the cabinet is on how to install a gun cabinet. Do not treat a rawl bolt into solid brick as a national specification because one force describes it that way.

Ammunition, cartridges, and air weapons by nation

Section 1 ammunition and rifle bolts may be stored separately from the firearms. Shotgun cartridges are not in the statutory shotgun condition. Where children live, the handbook still says to lock cartridges away. In England and Wales the 2023 air-weapon rules have applied since 31 July 2023. Store them securely, out of sight of under-18s, and apart from compatible ammunition, unless they are firearms on a certificate. The GOV.UK leaflet keeps 12 ft-lb and 6 ft-lb as the specially dangerous thresholds. A sub-12 ft-lb air rifle there need not sit in a BS 7558 cabinet. Scotland’s guide says a cupboard can be enough for an air weapon. Northern Ireland’s firearms branch describes a BS 7558 cabinet fixed to the building. If the force’s page and the handbook disagree, follow the force that will visit you.

Common questions

What does the shotgun certificate actually require me to store?
The shotgun certificate covers the shotguns. You store them securely so far as is reasonably practicable, and you take reasonable precautions in use and in transit. It does not, in that condition, impose a cartridge sentence. A firearm certificate covers firearms and ammunition. Neither condition names a brand of cabinet. The 2019 rules add an adult aged 18 or over who is responsible where an under-18 is involved.
Do shotgun cartridges have to go in the cabinet?
They are outside the statutory shotgun condition. You should still lock them away where children live. Leaving them in an unlocked cupboard because they are not on the certificate misses that part. Section 1 ammunition is a different duty and is stored separately from the guns.
Is BS 7558 still a current British Standard?
BS 7558:1992 was withdrawn on 7 November 2025, with no successor named on the standards listing. A withdrawn standard is not current. The handbook and the Police Service of Northern Ireland still refer to it, so officers may still ask whether a cabinet was built to it. There is no BS 7558:2023. A claim on a listing is not a new edition of the standard.
Does a sub-12 ft-lb air rifle in England need the same cabinet as a shotgun?
No. In England and Wales a sub-12 ft-lb air rifle is not a firearm-certificate gun. From 31 July 2023 you store it securely, out of sight of under-18s, and apart from pellets. A robust lockable cupboard can be enough. A shotgun on a certificate is still the secure-storage condition, and the usual practical answer remains a fixed cabinet.
What happens if the officer is not satisfied with the storage?
The August 2025 statutory guidance says the certificate should not be granted while storage is in doubt. That is a refusal to grant until the storage is acceptable, not a tariff of fines. If you already hold a certificate, the condition still requires secure storage. Change the cabinet, the fixing, or the siting with the officer rather than arguing from a product page.
