Dummy camera vs real CCTV

Updated: 23 October 2026

You are staring at a plastic bullet with a red LED and wondering whether it is close enough to CCTV to matter after a break-in, or whether the sticker in the box means you are now filming the street. Dummy camera vs real CCTV is that split. A dummy is a housing. A real system is a sensor, a recording, and, if it films past your boundary, a set of duties. The twelve shells and their prices stay on the [dummy camera comparison](/hub/electronic-surveillance/dummy-camera). Peter F. updated this from the ICO, GOV.UK, and the amazon.co.uk listings. There was no lab test.

They are not the same product

Every ASIN here is sold as a dummy, a fake, an imitation, or a decoy. The bullets describe a flashing LED, screws, and usually no wiring. Table fields that say 4K, 1080p, Wi-Fi, night colour, or Bluetooth are catalogue noise. BW2600's 4K line and BW-S89-BL's 1080p line do not become a recorder. A real camera has a sensor, and someone can ask for the picture later. Leicestershire PCC's business toolkit says a shop dummy may put off an opportunistic theft and gives you nothing to show afterwards. We are not quoting a police statistic. If you need a picture later, do not buy from this comparison. A sticker does not move a product across that line.

What the law actually attaches to

The ICO's organisational video-surveillance guidance does not cover dummy or non-operational systems, because personal data is unlikely to be processed. It does cover real systems. Nothing in the sources used here bans a plastic shell on a home. The ICO home-CCTV page applies when a domestic camera films beyond your boundary: a clear reason, limited capture, a sign, secure storage, deletion, and a response to people in the footage. GOV.UK says the Biometrics and Surveillance Camera Commissioner does not regulate domestic CCTV. The Surveillance Camera Code under the Protection of Freedoms Act 2012 binds relevant authorities, not a householder with a dummy on the fascia. A Sevenoaks note against dummy cameras is about public-authority systems, not a ban on a householder's decoy. askthe.police FAQ Q546 is about registration when domestic CCTV captures people outside the property. This page does not state a fee. BS EN 62676-1-1, BS EN 62676-4, and BS 8418 apply to real systems. None of these twelve listings claims them.

Signs

WALI includes 4 warning stickers. QWORK includes yellow CCTV stickers. BUYGOO includes two at 11 x 11 cm. The JUSTOP black twin names a CCTV warning sticker on the components line. DODUOS's bullet says both 4 and 2. The decal does not create a recording. The ASA upheld a Skylink Parking advertisement that claimed CCTV without substantiating it, under the CAP Code. Do not claim a recording you do not have. If you already record with a real camera, the sign should describe that system. Extra shells do not satisfy the ICO duties that follow a real camera past the boundary.

When to leave this category

Leave when the next question is who was at the door at 2am, when a business will film people, or when the brief is BS 8418. A four-pack of white domes will not become that brief. Stay when a visible shell is the whole job and you will not tell anyone you hold footage. The order of checks is the dummy camera buying guide. Named picks are not a legal clearance. Get an installer when you need evidence, or when a smoked unit tempts you to open it. A longer screw does not turn a QWORK bullet into CCTV.

Common questions

Is a dummy camera legal on a house in the UK?
Nothing in the ICO scope note, the GOV.UK domestic CCTV note, or the Leicestershire toolkit used here makes a non-recording shell illegal on a house. The organisational guidance simply does not cover dummy or non-operational systems. A real camera that films past your boundary is the product with duties. Do not describe the shell as legal CCTV, and do not describe it as banned.
Does it have to be registered?
A dummy does not fall inside the ICO video-surveillance guidance that applies to systems processing personal data, because a non-operational housing is unlikely to process any. askthe.police Q546 talks about registration when domestic CCTV captures people outside the property, which is a real camera. This page does not state a fee. Check the ICO if you fit a camera that actually films the street.
Can you put up a sign that says you are recording?
Only if you are recording. A CCTV sticker in a dummy box does not make the sentence true. The ASA has upheld an unsubstantiated CCTV claim in advertising. On a house, a sign should match the camera you actually run. If the only hardware is a dummy, do not tell people you hold their image.
Will it give you footage after a burglary?
No. These twelve listings do not record. A 4K or 1080p field on the Amazon table is not a clip you can hand to an insurer or the police. Leicestershire PCC's toolkit makes the same point for shops: no evidence. If footage is the requirement, buy a real system and accept the rules that come with it.
Do BS EN 62676 or BS 8418 apply to these listings?
They are standards for real surveillance systems. GOV.UK lists BS EN 62676-1-1, BS EN 62676-4, and BS 8418 for that industry. None of the twelve dummy listings claims them. An IP code on an Amazon table is not those standards, and a sticker is not a monitored alarm receiving centre.
