Bulk bag for garden waste: leaves, soil and the tip

Updated: 23 October 2026

You have filled a builders' bag with the hedge, or you are about to fill it with soil and broken slabs. A bulk bag for garden waste is not a bag of rubble. Prunings are volume. Soil and hardcore are weight, and in England the free allowance is smaller than an 85 cm sack. This page stays on that split for the empty bags on the [bulk bag comparison](/hub/diy-supplies/bulk-bag). Lifting without dragging is on [how to fill and lift a bulk bag](/hub/diy-supplies/bulk-bag/sub/bulk-bag-how-to-fill-and-lift). A qualifying purchase can earn us a commission at no extra cost to you. The reading used GOV.UK, Norfolk and Hertfordshire pages on 22 October 2026.

Leaves and cuttings

Leaves and soft prunings are bulky and light. An 85 cm bag of dry leaves will not weigh anything like the 1,000 kg line, or 500 kg. The safe working load is still the figure on the label. People half-fill so the sack will go in a car. That is a review habit, not a measured boot. One review on the 85 cm A&A said four bags developed holes in the bottom after one garden-waste use. These sacks are not proof against thorns. If the cuttings are blackthorn or pyracantha, expect holes, and do not drag the bag to the boot. A part-filled half-tonne is the smaller object if the car is the plan, on the one tonne versus half tonne page.

Soil and hardcore

Soil, turf, sand and broken masonry are dense. The same 85 cm cube that held leaves can become a mass you must not treat as a manual lift. The limit is 1,000 kg on the one-tonne listings and 500 kg on the half-tonne. Filling to the rim with wet soil is how a bag reaches that line before it looks full. A tonne is not a cubic metre. A DIVCHI reviewer said the sides split when bricks were lifted unless two bags were nested. That is one report, not a double-wall rating. If the load is soil, the limit is the printed SWL and a machine, or the bag stays where you filled it. A half-full bag of soil can already be too heavy for a boot.

What England lets you take for free

England scrapped small-scale DIY waste charges at household recycling centres from 31 December 2023. The GOV.UK news page says the charges went. The bag limit is in the consultation outcome: up to two 50 litre bags, or one bulky item no larger than 2,000 mm by 750 mm by 700 mm, and four visits in four weeks. The waste must not come from paid work. A bulk bag of soil is over that. Two 50 litre bags are 100 litres, not a builders' bag. Norfolk lists ordinary garden waste separately from that DIY cap. Hertfordshire treats soil, turf, bricks and rubble as DIY waste, only if the householder did the work, and only up to the same two bags or one bulky item. Extra soil there is chargeable, and a builder's waste is refused. Those are two council pages, not a UK-wide promise that cuttings are always free.

When the bag is the wrong container

The bag is the wrong container when the waste comes from paid work. England's free allowance is household DIY, not a builder's arisings. A builder's skip is that builder's waste stream. A white sack does not turn an over-allowance load into one free item. A licensed carrier is the route for waste over the allowance and for waste from paid work. No national charge for that lift sits in the sources, so this page does not quote one. If you are in Scotland, Wales or Northern Ireland, England's 31 December 2023 change is not automatically your council's rule. The sack can hold the cuttings. It does not grant the trip.

Common questions

Can I fill a one-tonne bag with leaves and call it a tonne?
No. Leaves are a volume. The 1,000 kg line is a mass limit, not a description of whatever you managed to stuff in. A bag of dry cuttings can be awkward and still weigh far less than the safe working load. Call it a part-filled builders' bag, and keep the SWL for soil and hardcore.
Is soil the same as garden waste at the tip?
Not on every council page. Hertfordshire treats soil as DIY waste, inside the small allowance, and only if you did the work. Norfolk lists ordinary garden waste separately from the DIY cap. Use your council's list. Do not treat one county's heading as the UK rule.
What is England's free DIY amount?
From 31 December 2023, the consultation outcome describes two 50 litre bags or one bulky item up to 2,000 mm by 750 mm by 700 mm, four visits in four weeks, and not waste from paid work. A bulk bag of soil is larger than that allowance. GOV.UK announced that the charges were scrapped. The size limit is in the outcome, not in the news headline.
Does the rule apply in Scotland and Wales the same way?
The sources used here are England's change and two English councils. They do not set the rule for Scotland, Wales or Northern Ireland. Ask the council that runs the site you will use. Do not carry an English allowance across a border because the bag looks the same.
Can I add my soil to a builder's skip?
Only if that skip is allowed to take it, on the terms of whoever hired it. Hertfordshire refuses waste a builder produced when the householder tries to use the free DIY allowance. Your soil from your own job is a different question from a tradesman's waste. The skip ticket is the builder's paperwork, not your four free visits.
